Here, a carrier plate is coated with a thin layer of abrasive grains. This makes sense if either the abrasive grains last a long time (e.g. diamond or CBN) or are very cheap(sandpaper).
As carrier material one takes either
Metal plates, or
Plastic plates, or
Paper or linen, and then a flat disc as a base.
The great advantage of this structure:
you do not need too many abrasive grains
if it is really flat, the abrasive can be well used for dressing another surface.
it also does not have to be dressed itself (and must not).
However, if it is not flat, there is nothing you can do about it.
